Methodology

How a possible project becomes a defensible decision.

The process is designed to reduce wasted estimating, procurement, and sales effort. It does not turn a public record into invented buying intent or promise an award.

01

Find

Identify a live water or wastewater project, procurement notice, operational need, or credible source-backed signal.

02

Verify

Confirm the scope, dates, buyer or owner, source trail, and whether the work is still active.

03

Test fit

Compare the work with the agreed geography, services, qualifications, project floor, and delivery capabilities.

04

Extract hurdles

Pull out experience, licenses, insurance, references, site access, and other requirements that can stop a pursuit.

05

Map the route

Identify the defensible procurement, buyer, prime-contractor, department, or switchboard path.

06

Make the call

Recommend pursue, partner, or pass, while showing the facts, inferences, unknowns, and next actions separately.

Evidence discipline

We prioritize official procurement records, buyer documents, company sources, and direct source material. Environmental records can add context, but they are never treated as proof that a company is buying.

Every packet identifies its source window and review date. Missing or conflicting information stays visible. The result supports a commercial decision; it is not legal, regulatory, engineering, or procurement advice.
